Tobacco-Free Campus
Our evaluation included: 1) Formative evaluation of the planning process and refinement of each step to ensure that all project tasks were appropriate and practical; 2) Process evaluation to monitor implementation of the initiatives as planned; 3) Impact and outcome evaluation to assess whether the goals and objectives had been met.
For outcome evaluation we reviewed the actual changes in indoor smoking behaviors on all participating universities. These behaviors included actual job served frequency of smoking, or signs of smoking such as the smell of cigarettes and the number of cigarette butts. These observations were made at 5-9 random indoor locations on campuses both before and after policy implementation.
